ITS A USED TURBO. Its already been primed before, its has oil on the bearings already. Priming is for brand spanking new turbos that has whatever WD40 lube in it when they put it together. But its been on another car so it had oil in it. Its most likely a big boost leak or the all too common "o shit forgot to plug the maf back in" Dry running a turbo will still make boost, you guys saw how bad mine was, still made boost for a few months, Jerrys was a freak case of the turbine shaft snapping but...that doesn't happen too often.

tell me about it sam! And it was MHI internals. WTF??!!!???!!!
I prime it anyways even if its a used turbo, good habit to get into. I remember a discussion about this a while ago, that it's recommended you prime it after an oil change. I dont do it, I dont think anyone really does it though.
I assumed you did a boost leak test after the install if not do that.

Take your intake pipe off I see if the wheel spins freely and if there is any shaft play.
