The ISC is a open loop system. If it dies the car wont know. You get the Idle Control code from the ecu if the car can't keep the idle at its target for whatever reason (vac leak, ISC motor dead, fuel trims out of wack, BISS adjusted incorrectly, FIAV broken, still in open loop warmup) The BISS should be set 1.25-2 turns out from soft bottom, and make sure your coolant is topped off and let the car warm up to 190*, if the idle is high, check for vacuum leaks. If none are present, and you are running aftermarket injectors make sure your idle fuel trims and mid fuel trims at 0. If you are running stock injectors, or you know for sure your fuel trims are perfect, test your ISC motor

Pretty easy to tell when its dead if, it has goo leaking out of it, its dead, if not, check the electrical to it to make sure its fine before replacing it to find out you still have issues because it was electrical in the first place.
