I'd say your wastegate diaphragm is broken which prevents the actuator arm from holding the wastegate shut...but then you'd be boosting 0-3psi. Could be the turbine housing has cracks around the wastegate flapper (though I'd think this would be a problem that shows up over time rather than being immediate). like this:

well the car was down since the parts were so hard to find i got the car as a fwd non turbo so i had to get everything to make it awd turbo once again. many people are telling me its my turbo but you can hear it at fot. and my gauge shows 7psi. i'm running the stock bcs

when u say timing...did you mean cam timing or ignition timing?

Not trying to be a jerk here, but manuals are so insanely cheap and everything is spelled out in them to make basic tasks like checking timing really easy. Not to mention, a quick search on DSMTuners, DSMTalk, etc etc etc will tell you all you need to know. I spent 2 years on DSMTuners before I really started posting questions.
I'm not saying to never post tech questions here, but it's best to search for the answers first to avoid unnecessary waiting time on your end for people to respond.
