"easy" way of doing it without swapping any parts...
Go to the dmv and change the registration to Non Operational. Wait a couple days and go to court. Show the judge that they car is now listed as Non Operational. He will then make you pay a fine (small compared to removing all of the parts etc...) then after the ticket is paid. Go register it at the DMV again, biggity bam no more ref, no more problems.

Yeah I did pop my hood, he made me, he said that my 1g bov was cool but not my external dump, because he could not see any carb #'s. And he said the hose that ran off the bov was too tight. But your saying if I non op it then take the paper to court. I will just have to pay a fine?
